XPS 15 is booting up strangely

So i have an XPS 15 9550, and i love this thing. It does exactly what i need it to do for my work flow, however, it has one small issue. Whenever i boot the laptop up from a full shutdown or even if i resume from sleep, all the windows i had open are closed and it opens with a command prompt flashing on screen for like half a second. After this the file explorer opens by itself. I've tried a full reset of Windows, and even a clean install and even thought the issue disappeared for around a day, it returned nearly immediately. To be clear i haven't always had this problem, it just started recently.
