Yes I can use the drive so it is detected but windows refuses to install on it and the thing that I had the most hopes for was a uefi Bootable USB drive that was created from a windows 10 isolated using a tool called rufus. Thanks for being willing to help

It tells me windows can not be installed on that drive because my system isn't configured to boot from it although occasionally it just straight up isn't detected

First reinstall the M.2 drive just to sure maybe in a different slot. Then create a windows installation media on your USB drive using Microsoft's tool, available on their website.

https://www.microsoft.com/en-in/software-download/windows10

Just download the tool and create bootable USB drive on another laptop or system. Then boot into the USB and install windows. Make sure the M.2 is formatted to NTFS and is empty.
