Are my temps safe ?

Temps are good, ye. PSU has no effect on temps. More fans, more aggressive fan curves, and an airy case will cool down your temperatures. Don't start worrying about temps unless they're in the high 90s

My new Rx 570 4gb gets up to 76c full load is this safe and would getting a better power supply help at all?

76C is fine.

Getting a better PSU wouldn't help the temperatures.

Now max temp went to 80c but it’s no consistent

80c is still a good temp. I'd say around 90c is bad, but it should throttle back at a certain temperature (most likely in the range of 90-100c) to prevent damage to the GPU.
