Budget Desktop (Or not).

Hi All, 

I'm reading topics/posts here and forum & users looks nice, I feel like I can learn new things about Computers  
What I want to learn now is to build a Desktop (not gaming) power enough for a graphic designer. 

My favorite Machines are Dell Precission and HP Zbook (laptops), maybe we can build something like that but on desktop. 

What is te best combination for Under 500$ and Under 1000$ (2 combinations)?

and I will be more than thankful if you get another few min for write few words about your list, so I can learn more :).

I live in Albania, I dont know if Monitor and Case can be shipped, But sure you can put On the list and I will find model here. 
P.s: 500$-1000$ is without Case and Monitor, I can pay extra
