Chair Wheel help!

So 

 

I just bought a racing kinda chair. It was like 350$. 

 

Im taken all the parts out, and with the 5 wheels it came with 3 are spinnable like with your hand.. and then 2 are very hard to spin.... it’s almost like there is no space in the “shaft” 

 

I really don’t want to re pack it’s all up to bring it back... is this normal? 

 

In the photo the left side you can see the metal bar they are attached to but the right one there is no space...

That's normal. They are cheap wheels. I ended up buying some bearing wheels from home depot to replace mine

How do you know they are going to fit?

theses ones you kinda just push them hard in.
