Probably but at sub $25 I'd start questioning quality and performance.

Plenty. They are called down-draft or top flow coolers. Cryorig C7, be Quiet! Dark Rock TF, Noctua L-series and C14S, CoolerMaster Gemini II. Just of the top of my head.
