wasn't 100% sure if this would be under OS or GPU but here is my problem.  I have a new system with an EVGA RTX2070 and it's not detecting when i plug in a new display, specifically an HDMI TV.  To get the TV to be recognized the PC has to be booted with the cable plugged in. Also if i unplug the TV from the GPU while the system is running it doesn't detect that it has been disconnected.  I came from a system with an AMD card so i'm not sure if the is an Nvidia thing or Windows being weird.  I'm fully updated to Windows 10 Version 1809 Build 17763.195 and Nvidia driver 417.35.

 

Side note: i have 2 DVI monitors connected and both are detected when unplugged from either end (one uses DP-DVI adapter)

Never seen that problem...

Many HDMI tvs plugged into my nvidia GPUs no problem.

Maybe make sure it's plugged into HDMI 1 on the TV, and that it's on PC/game mode.

it is on HDMI 1, the TV doesn't have a game mode though. i also just checked it on my laptop that has a 1050Ti and works so it's only the desktop which leads me to believe either windows is bugged or my GPU is. Possibly need to reinstall the driver?

You could try an older driver, it's also a possibility that the TV doesn't want to cooperate for some reason, test with a different tv if you can.
