control front intake fans?

If they are plugged into mobo, normally using its software will allow you to control fans. Or doing it in the bios, but I prefer to use mobo software or something similar.

What mobo and where are the fans plugged to? If they are connected to PSU, they are already spinning at full speed. In that case they might be worn out, so time to look for new fans.
