PC turns on for a second then turns off loop

Okay so out of nowhere after I shut off my PC and plugged in a new drive, my pc started turning on for half a second, then turning off, and then repeating the on/off thing. 

 

I found out the PC turned on without shutting off immediately when I unplugged the 8 pin CPU Power connector, but obviously it didn't post. 

 

Because of that, I bought a new Power supply thinking that was the problem but the exact same thing happens.

Does anyone know what's causing this???
