at what resolution and doing what?

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Yes, the 1226 will bottleneck a 1070 in AAA titles. 

 

The 1230 and 1240s will be less likely to bottleneck, but you still may experience some due to its lower clock speeds compared to traditional desktop i7 chips that have higher clock speeds.

but i7 kinda expensive, e3 1230 v3 cost 780rmb(112usd),e3 1240v3 cost 800rmb(115usd),and i7 4770 cost 1080rmb(156usd) and i74790 cost 1100rmb(159usd)

ah yah you could get one of the Xeons i guess, the hyper threaded ones arent a bad pick

emmm I have another question, the motherboard's pcie x16 slot is only support pcie2.0,will the gtx1070 got performance loss??

No a 1070 will not eat up enough bandwidth , even the Titan V doesn’t fully consume a pcie 3.0 slot so a 1070 will do fine on 2.0

 

theres a pretty good web app that looks for “bottle necks” https://thebottlenecker.com/calculator

 

Single core cinebench can be a useful tool for getting a feel for how the CPU will do gaming wise

If you can get game bench marks for CPU X and CPU Y is about 10% slower in Cinbench it’s going to be around 10% slower in games as long as you compare similar thread counts . It’s not the end all tool but it’s good enough for rough decision making.
