Does the Operating temp really matter?

A good 450W should be plenty. Just to be safe with temps, you might want to get a 550W PSU. Straight Power 11, Whisper M, Formula, RMx, Focus Plus or G2. The Pure Power 10 is fine too, but if the others are available at a similar price, you could be better off with one of those.

So I'm looking to buy this EVGA 650W but the specs say operating temp is 0-25*c..

Its currently winter so temps aren't that high..outside winter the temps are nearly 40*c here in Dubai!

 

I'll be installing it in the h500 case..Should I just get a Corsair PSU instead? since those have temps to 40*c.

The temperature rating says a lot about the PSU when it's so low. It's crap. 

You should get a PSU that isn't crap. Don't care about the brand, care about how good the PSU in question is. 

 

When the temperature goes above the max temp, you derate the PSU, ie, it can output less than the max output wattage.
