Hey so I have a pre-built pc with a decent setup. I have a i7-4770 with 16gb of ram and I am currently looking to upgrade my gtx 660 to a possible gtx 1070. I want to know if any bottlenecking would occur with my cpu. I was researching and I see a lot of posts saying that my cpu is still really good to this day. So, I want to know is it worth adding a cpu of this day such as the gtx 1070 with a 4th generation cpu, or should I try and change my cpu as well?

1070 will be fine with your CPU.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

1070 will be fine with a 4770.

Depends on the game and res. Something like cod or bf on 1080p? Cpu won’t stand a chance, unless you’re one of the FPS capping players. Struggles at 1440 but playable aside from the FPS hit.
