That symbol represents disk activity. It is normal and tells you when the computers storage disks are being accessed. Try opening a program or starting a game, or even restarting your computer and watch it, it will blink a lot more. It's just to let you know if your disk is being accessed.

If you want to disable it, unplug the cable labelled "HDD led" on the motherboard. It makes up some of the cables that connect the case switches to the motherboard, such as reset button, power button, power led, etc.
