What is the maximum safe voltage for my CPU, the Ryzen 5 2600X, a 95W TDP Chip? I want to try to Oc to 4.2 ghz or maybe even higher to 4.3ghz. I'm using a 210W TDP cooler, the Arctic FREEZER 33 Esports Edition (Dual-Fan). If I were to try to reach those speeds, what voltage would I likely have to run at?

No chip is the same, so all chips will overclock differently. All chips can stay within the range that CPU's turbo and idle at but anything higher than that range isn't guaranteed by AMD/Intel. 

 

For this process, you should undervolt than overclock. Undervolting would be you just taking away voltage from the CPU very slowly in small increments until you're giving the CPU the power it actually needs (stock voltage is usually a little too much). Than you can slowly up the voltage as you go to overclock.
