Stuttering and frame drops!

Hey guys, i have an rx 580 nitro+ 4gb and a ryzen 3 1200 custom build however it has frame drops when locked at 60fps to like 30fps. 

I thought this pc would be great for Overwatch on high setting, with at least 120fps+ but no.

I have overclocked my CPU to 3.7Ghz when most people overclock it to 3.8 however the problem still occurs. 

Maybe its the monitor fault? Any advice would be greatly appreciated.

I bet its single channel RAM issue. Ryzen is very picky when it comes to RAM speeds and configuration.
