Its a technoligy on AMD and soon to be Intel grpahics solutiom that remove tearing when frames per second doesnt match the refreshrate of the monitor. It does this by matching the refreshrate to whatever fps you get in game.

 

Tl;dr it removes tearing if you have an AMD GPU
