I’m new to the pc world and I want to start streaming soon but I don’t know what parts to get and how much in total it would cost to build a decent pc. Also what decent monitor to get.  I’ve been streaming on my console for a bit now twitch.  price range from  800-1000$

You can easily swing a 2700, which I would highly recommend if you will be doing lots of streaming. There a plenty of parts that can be taken down a notch to save a couple bucks as well, namely the case and SSD. You can also pick up a used GPU like an R9 Fury or GTX 970/980 and they would be less than an RX 580 and perform better (the same-ish in the 970's case).
