So i have the following problem : i cant acces bios because fast boot is enabled , and the laptop goes into "Reboot and select proper boot device" ... installed new os .. same .. i can go into ubuntu from  usb ..  I know by removing the battery i can fix this .. but that is the last solution.     IS there an option to go to bios or reset bios from ubuntu ?

Try Holding down F2 (or DEL on some machines) while powering on. I think (not sure) you can still access the BIOS, but you have to hold down the key while booting because it boots too fast to show you the option on screen.
