Recommend a Cheap Android Phone/Tablet

I'm looking for a cheap Android phone or small tablet to leave in my car for programming with OBDEleven. Need Android 4.1 or newer, wifi and bluetooth. I would prefer not to deal with the challenges associated with installing stuff on a Fire tablet or similar, I just want something that works.
