What Monitor Should I Buy?

I Recently Built A Gaming Pc With A Rysen 7 2700X and decided

Since I had no more room for a graphics card in my budget I threw in an old GTX 550 Ti

And Said I would upgrade later Maybey Christmas 

Christmas was Incoming and I wanted to go with an rtx 2070 But Currently, my monitor is a Small Tv 

Witch, I know that it will not be sufficient for The 2070

so I am Needed Help to choose a monitor I am trying for 4K and I saw this cheap 4k monitor on Amazon that LTT did a video on it

Is That A good monitor For My Case? Or Should I go for something different 

I do not know a lot about monitors and refresh rates, resolution, and stuff 

I do not Have a big budget because buying the 2070 is expensive anyway 

But I am open to all ideas

Upgrading card now and monitor later is always an option

I Have Had This tv and graphics card for a while and I am wanting to upgrade monitor now  

 

but thanks for the option i will keep that in mind
