My system:

CPU: AMD Athlon 750k

GPU: EVGA gtx 1060 3gb oc

Motherboard: ASUS F2A85-M2

Memory: 8gb of G.Skill Ripjaws ddr3 1600

PSU: 400 watt corsair 80+ VS Series

I know its not the best system but its my first build, i had checked out a couple vids with similar components and the average framerate was around 60 fps or so on medium, whenever i just play the campaign i get an average of 10-15 fps no matter what resolution or settings i put. I found that odd as playing 720p on low was the same fps as playing 1080p on high. Any help would be really appreciated, thanks.

You're being limited by the performance of your CPU. Your CPU is too weak. The only way to improve things would be to replace the CPU with something much newer.

The platform you're on is old and dead, so for a worthwhile upgrade you will be looking at a new CPU, motherboard, and RAM. I would recommend a new PSU as well. You can keep the GTX 1060 3GB as that will be fine for 1080p gaming.
