I pick a silent loop x399 as I don't really overclock as may do streaming games and work rendering other things that will use fully all cores as i hope it enough to keep it cool and silent as i am gonna use full system silent wing 3 140 medium fans from be quiet too and i am gonna use Koolance LIQ 702  Liquid Coolant, High-Performance, Colorless, 700ml  too.

Tubes are there many type of hard tubing as i want to do clean look as jay2cents say glassly one it better as it won't stain loop over time.

 

Does matter to push allot air with big rpm speeds or using little as 500?

 

Is there differences pump and water tube combo vs single pieces set?

 

Is bigger better as 800ml to 300ml will any happen to add more or less water?

If you are going for silent operation you would never run them at full load. Almost all fans will have some airflow noise at full power. Personally I have an excess of rad space in my loop and keep my fans under 750RPM even under full load to keep it nice and quiet.

it kinda hard pick as be quiet promise silent wing 3 or ml140 PWM Premium Magnetic Levitation rbg

Is there big differences of both fans?

If you're looking for RGB you have your answer but between the two both are excellent fans for use on a radiator or heatsink.
