PC I built booting into BIOS, making a clicking noise and shutting off

I have recently built a computer with everything except the hard drive because I do not have a sata cable yet. When I boot the system, it goes to BIOS and I can see all of my 10gb of ram is installed but thats all I can see because 3 seconds later it makes a clicking noise and shuts off. My specs are:

cpu-AMD Athlon X4 860K
Mb- gigabyte ga-f2a68hm-ds2h
ram-10 Gb ddr3 kingston 
video card- xfx Radeon rx 550 4g

Do you have any idea what is wrong? Thank you in advance

Try clearing CMOS. Next check if fan is working properly. That's only thing to make noise. Apart from GPU.

I don't have the brackets for my cooler yet is it possible the cpu could be overheating since the heatsink is not installed yet?

Yes.  Wait till you get all your parts, especially your brackets for your cpu cooler.  Your most likely having a thermal shutdown due to no cooler on the cpu.
