Turn off password for most things on Mac

Is there any way of making my mac so that when I am deleting something, it does not require a password however I want to keep the password on for when I wake up the mac

What do you mean by "when I am deleting something, it does not require a password"? What are you doing that it requires one in the first place?

For  Example, when I delete things out of my application folder, it asks for a password.  Also, when I am  restarting it, i must enter my username and password.  I have admin access.

You can make it auto log in but think of needing a password for deleting an application as a feature to stop you deleting the wrong thing. 

Have you tried turning it off and on again?

You can't stop the password prompts on a Mac. Unix operating systems need to prompt you for root permission for operations it deems risky or where system files need to be changed. Gotta deal with it. It's the same way on Ubuntu or OpenSUSE and Fedora.
