Terrible screen flickering [Troubleshooting]

So i have this major issue with my screen, It appears to happen out of nowhere when it just starts flickering like it is adjusting resolution or something.
It appears to only happen to the one screen, my other screen is okay.

Info:
Monitors - (Has a problem) Acer x223w 1680 x 1050 res [attached by DVI-D to VGA converter then VGA cable]
                 (Completely fine) Fujitsu something 1080p
Mobo - Asus a88cm - Plus
12GB Ram
GPU - powercolor r9 270x
500w PSU
CPU - AMD athlon 2 860k

I have tried:
1 - changing VGA Cables
2 - Buying higher quality DVI-D to VGA coverter
3 - chaning order of output IE(converter > cable > monitor to cable > converter > monitor)
4 - Changed computer with monitor(Monitor worked fine)
5 - Chaning Ram sticks to different brand
6 - Overclocking and Underclocking CPU then GPU

7 - Complete uninstall of GPU drivers and reinstall
8 - Updating Mobo bios
9 - Reinstalling Mobo drivers on asus website
10 - Changing PSUs
11 - Complete windows reinstall

Additional info:
Ive had the monitor for many years (since 2007?? i think..)
I cant afford a new monitor
I cant afford new PC components
GPU is second hand from friend how had it for 2 years no damage done to it

any tips would be great

I think that sounds like a port problem. Try to use another port on the gpu or try onboard graphics to make sure that it's a hardware issue and not a software one. Also try to reseat the card.

I have reseated the card and ive even put it into a different pcie slot and even a different port on the GPU, cant use MOBO cus i dont have onboard graphics

Ya it sounds like the card is having problems. That or its software. Idd try to update the monitors drivers and see if you can try it with another graphics card installed (try to borrow a friend's). This will rule out software. I know this is kind of a hard step to take but i can't see any other way to rule hardware out of the question.

I have tried changing GPUS which brought me to think it was a monitor issue, The monitor doesnt seem to have any drivers as far as im aware

Device manager. Then go right click on the monitor and search for driver updates. Imm not at my computer right now so I can't give you any more accurate guidance but I will update you later.

This is the window[attached] that came up after I had tried that. This issue is still happening and I haven't been able to find a solution online still. Any other ideas?

Did you say that you have tried another card on that computer?

Make sure your monitor is running at the rated mhz.
And do not use FreeSync if that is on that monitor with Nvidia.

Right click on desktop -->  Display Settings --> Select the screen --> Advanced Display Settings --> Display Asapter Proporties --> Monitor Tab

It says 60Hz which i think is the normal rated for this monitor

Mine was at 59 and it solved the flickering or the black screen I got on my main screen when closing a full-screen game.

after doing some touching around on drivers (I have no idea what i did) i managed to make the issue stop happening(as far as im aware) except for when ii launch BF4, The monitor isnt my main one so when i launch it the screen flashes to black then starts the
