You want probably to use that ram from your laptop, but even tho ram prices are high, you will not get good deal with your combo, just go with normal mobo.. That mobo you want will most likely be micro atx or some wierd form factor, and will probably be way more expensive then regular non overclocking board..

me again,

 

i'm looking for a motherboard that supports PCIe x16 and uses laptop RAM. it needs to support LGA 1151 or 1150 cpu socket

 

I know its specific, but can anyone help me out?

LGA 1151:

SUPERMICRO MBD-X11SSV-Q-O 

 

That's the only one I could find. Uses 260pin DDR4 SODIMM

They're typically not cheap boards. They're often designed for servers or very small form factor systems which are pretty much always more expensive.
