What are these Temps?

I just clean installed me system on new SSD and drivers and all

I turned on the HW Monitor to see if all is fine and it's reporting this

I have no idea what i'm reading here on Temps

In one second it says low 40's in other second it shows 60's in the third second shows 50's? What the hell is going on?

When I start core temp it says driver not found? And I downloaded everything latest.

 

Also my CPU max freq is 4.1 Ghz base clock.

It like never goes beyond 3 Ghz, with or without load.

 

Anyone knows possible solutions?

 

I have latest version of BIOS aswell.

One second it's 50c, the other it's 40 the third it's 60?

That can't be true, temps can't jump like that.

I replaced the paste few hours ago Arctic MX-2

It can, kind of. Rebound the cooler, from experience this usually means not enough contact with the CPU

Cooler is fixed+ I have maximum airflow and chassie fan blowing on VRM+ it's not overclocked even.

Make sure you have the CPU fan connected to the "CPU_FAN" header on your motherboard. 

I had a client with same issue on apu. Never going to max clock and high temps. His cpu cooler was on "Chassy_Fan" header. It's quick and easy to do, you can even do it with the pc turned on.
