Is this wire ok to use?

That's a DVI-D Dual Link cable

Depends if your GPU or motherboard has a DVI port and your monitor has a DVI port too

The cable itself is fine

Well I ask because of the look of it. I'm not sure if its just tarnished, rusted or supposed to look that way at all and if it is would it be safe to connect to something? would it "infect" or screw my display/cards ports. etc

I would still use it. Of course after some cleaning.

 

I doubt it will affect your ports on either monitor and GPU.

It won't infect anything. The most it could do is not giving output which can be solved by getting a different cable

Alcohol if you have it, some damp cloth
