Recommended cooler for Ryzen 1700x

A Cryorig H7 would be fine. There is no guarantee you will hit 4GHz anyway.

A NH-D15 is probably more expensive than necessary. Where are you shopping/located?

They perform similarly. Depending on what test you're looking at, they're within margin of error.

The NH-D14 is older, doesn't perform as well, and isn't nearly as smooth sounding due to the differently sized fans. The fan clips are also a pain to deal with. 

Instead of a NH-D14, a NH-U14S or NH-D15S is almost always a better option.
