Fallout 4 Rainbow Texture Bug - Looking For Fix

Ok, this one has me stumped and Googling for an answer hasn't helped. I am experiencing this bug in Fallout 4 where some of the textures appear as a rainbow pattern just like in the image below. Sometimes textures will vanish altogether so objects don't appear at all until I get closer (not related to object fade, tried that). Someone suggested extracting all of the texture files from the game archives and enabling modding in the .ini files for make the game read the texture files raw from the HDD. I haven't tried this but I've read this does cause major issues such as a dip in performance and texture pop-in. 

 

So, LTT Gurus, what do you think? Any ideas?

 

Some have said the Hi-Res Texture Pack fixes this issue but my machine is not that uber. I am able to play the game fine at 1366x768 (native for my display) on Ultra with antialiasing turned off.
