Can't install Rainmeter skins

I'm running Windows 32-bit on my Windows tablet and I installed Rainmeter without a problem but I can't get the damn skin to install. It's in the .rmskin file format but double clicking won't work (I get an error) and moving the file to the skins folder and refreshing in Rainmeter didn't do anything.

Any ideas on how to get it working?

CPU - i5-8400 , Motherboard - ASROCK Z370 Killer SLI, RAM - 2x8 GB DDR4 2400mhz , GPU - EVGA GTX 950 SC, Case - SilentiumPC PAX M70 Pure Black V2 Storage - 240GB SanDisk SSD, 1TB WD Blue, PSU - bequite! 600w Pure Power 10, Display - Dell P2417H, Cooling - bequiet! Pure Rock, Keyboard - Viper V730, Mouse - natec Genesis G55, Sound - Philips MCD712, OS - Windows 10 Professional 64-bit

Ryzen 5 1600 - GTX 980 Ti - Broke.

It isn't available yet

Hm, im not too sure then.

Maybe it's because I'm on 32 bit Windows?
