Used i5 6400 vs New

I'm currently refining this (https://uk.pcpartpicker.com/list/YVfmQV) build, and found this (https://uk.webuy.com/search/index.php?stext=*&catid=911). This knocks 40 off the price of the i5 6400, and would make the 6500 less than the new 6400 (if it was in stock). Would you recommend taking one of these choices for my first build, the extra 40 could make a huge difference in whether I can afford it? If so should i buy my graphics card or RAM from there too?

Any other things I should change, with 500 being optimal and 550 being sub optimal but likely doable, if I use free windows for a bit.
