A well optimized game can allow two 480s to be more powerful than the 1070. Most games are not well optimized though and if a single 480 isn't suiting your needs (assuming you already have one) then it would be better to go with the 1070.

unless you are running a synthetic benchmark, i have a hard time believing that you could get so much performance out of Crossfire/SLI
