GTX 980ti G1 windforce CSGO/Dota Ultra Low FPS ( HELP )

Ok, so where should i start.

I have serious problem with my GPU. Since the day i bought it, i had rly LOW performance in games.I have purchased this GPU in March 2016 and from that day, till now, it was twice sent to service and returned as "NTF" ( not to mention that i was more then 3 mths even w/o graphic card )

This is recorded last night after they returned gpu with NTF mark . ( long video = Clean OS instalation + GAME )

GPU : Gtx 980 ti 6gb g1 windforce

Ram : 16 gb 1866 mhz Kingston Hyper

Raidmax : 735w power supply

SSD : Samsung EVO 128gb

So with this PC, i cant play CSGO ( Game from 2011 ) @ resolution 1024x768 ( HUGE fps drop )

Dota 2 ( same problem terrible FPS )

And basicly those 2 games im only playin

========================================

CSGO with MSI Afterburn : https://youtu.be/L58BxyourYI

======================================

Few clips from my live stream :

https://www.youtube.com/watch?v=fBwfss4SiQ0 ( at the beginning, u can see drop from 300 to 80 in a sec, which is unplayable )

https://www.youtube.com/watch?v=wACGPHWowWY

Those 2 clips are live recorded to show u guys what's the problem. Please watch those clips till the end.

U will see, when im playing, fps drops from 300 to 80 in a sec and gets back to 300 which isnt normal cos u cant play game like that.Especially FPS games. My game just stops for 1 sec and unplayable.

So, i've tested with :

Windows 7 / 8 / 10

Reinstall all games ofc
Using 3 different softwares to stream ( OBS , XSPLIT, GAMESHOW )

Guys, rly, they returned my GPU always with same answer " There's nothing wrong with this GPU "

If u need anything else, plz just ask i will provide. I would rly like to solve this problem.

Are you running the gaming using the GPU or CPU integrated Graphics?  Sometimes the integrated graphics decides to turn itself on and the PC ignores the GPU for games

Have you tried uninstalling the drivers using DDU and reinstalling them? It's strange because I have the same 980 Ti (Gigabyte G1 Gaming) and it works fine. I don't game, but I stuck in my cousin's PC just to see how it would perform for games and it worked great in CSGO. I usually use the GPU for rendering / 3D modeling work though.

You might also try increasing the power limit and temp limit using MSI afterburner to max. I think it's strange that both the CPU and GPU are kind of not running at full speed.

Can you try CSGO at 1024x768 on low settings please and post screenshot with fps ?

And if so, how can i increase power with Afterburner ? And is that safe ?

In windows and Nvidia CP power is set to : HIGH PERFORMANCE

Sorry, I'm not the gamer sadly. I wouldn't have a clue if I were even playing the game correctly. haha.

Yeah, for MSI afterburner, just drag the power and temp limit sliders to 139% / 91C. It is completely safe. You are not overclocking (applying more voltage to the GPU).

This is different to those two. MSI afterburner lets the GPU increase clock speed more by relaxing the stock limits on temperature (The GPU hardly runs hot anyway).
