Yes seems Intel screwed up with the paste on the chip

Sandybridge at high volts overclock kicks Ivy ass , not sure why they bothered with ivy bridge

You can try to remove the internal heat spreader and apply your own thermal paste

however that would obviously void your warranty and could potentially damage your cpu rendering it dead

results vary from 2~20 degree drop so try at your own risk
