After connect jpwr2 motherboard turn on and off

After connect jpwr2, pc turn on and off, but it work fine without connect to jpwr2. plz help.

After connect jpwr2, pc turn on and off, but it work fine without connect to jpwr2. plz help.

Jumper wire 2 is the cpu power cable. The PC won't work without it plugged in mate. 

Current PC: Origin Millennium- i7 5820K @4.0GHz | GTX 980Ti SLI | X99 Deluxe

your pc issue has nothing to do with jpwr2. That is essential for the pc to even POST
