im my bios my xeon only shows up to 22 multiplier but in cpuz it says 12-23 how should i get the 23 ?

It will only turbo boost when it needs to. I.E. when it's under load.

The multiplyer by default is set to the lost clock speed. I.e. The speed in which the CPU comes in the box at. What exact Xeon do you have?
