Like the title says, I'm torn between the Asus PB238q (5ms IPS) or the VN247HP (1ms TN). Thoughts and opinions?

You won't notice the difference between 5ms and 1ms so the IPS would be a better choice.

IPS is the way to go IMO. I don't think a 5ms response time is a big deal.

5ms is good enough

go for IPS

I would go IPS because GTG response time isn't really that important as long as it's not above 8-10ms. Input lag is what matters and most monitors that aren't professionally tuned and calibrated for the best color have low input lag

alright so newegg has a promotion for the asus VN248hp(them bezels) get this or save for the PB238q(stand, better build)?

You really don't need 1ms at all. Anything under 15ms is just great. You could probably go even higher than that and it probably wouldn't make any difference.
