What are they exactly?

In short,they are panels that did not pass the OEM's specification's, and another company buys them, adds their own bezels and resales them for cheaper.

Higher resolution than 1080p ( 1440p , 1600p ) found on ebay . Instead of paying the LG or Samsung etc. premium , they just take the pannel itself from those guys , make a basic monitor out of it , no fancy features . You can find them on eBay
