Slow upload causing lag?

I have been suffering really bad lag/rubber banding recently on a number of games BF4, COD Blops2, Guns of Icarus, Borderlands 2 etc. But my ping is good, usually about 50m/s, sometimes it jumps about a bit but always stays under 100. My down speed is Ok usually about 15Mb/s and I have tried a number of "fixes" that I have found but still I have lag... The only thing I can think of is that my upload is pretty bad at about 0.3Mb/s is this likely to be the cause? Just wanted some opinions before I go through the hassle of trying to get hold of my ISP's customer services.

PC specs: Define R3 - Asus Maximus VI formula - Intel Core i5 4670K (No OC atm) - SLI GTX 770 DCU2 X2 - 4x4Gb Corsair Vengeance 1600mhz - Samsung 840 pro 256Gb OS, games etc - Sandisk 120Gb SSD (old ssd) for more games + other high speed apps- WD Green 2tb for videos - WD Green 1tb more storage music, photos etc - Corsair AX860 - Windows 7

dat upload speed doe. if its fps lag then its not the internet thats the issue

Your ping is only really affected by how far away you are from the server, it is a direct determinate of lag.

 

My download is 3.36 Mb/s and my upload is 0.12Mb/s and I don't lag. Check your fps in game, if it is low then it is your hardware and not your internet.

FPS is fine, steady 60 with vsync not sure without. My PC can easily handle those games and the problem persists even on low settings. The upload speed was the only thing left that I could think of.

Check that nothing is uploading on your PC as a program using a lot of bandwidth would cause latency and therefore lag, if your download speed was 1Mbps or so that upload would make sense but with 9Mbps you should have a lot more upload, even I have more and I'm on 1.6Mbps download.
