If you want to spend 300$ in the US I would go for a GTX 770 because you can't get R9 280X for that price. I wouldn't spend money on a 4GB R9 270X I would just get a 280X or a 770 instead.

I can't see the price and i don't know where you live so i can't really give any suggestions.

dont go with that. Just get r9 280x it has 3gb. 
or just buy gtx 770.

Yes, VRAM doesn't really affect performance much if it has at least 2GB or more.

it would affect his performance if he's playing at higher resolution. and the 3gb vram on the 280x consider at as a bonus. lol

Not really, unless he is able to surpass the 4GB, and I don't think with the bit rate on the card that it can reach and utilize all 4GB

If he is buying a 300$ GPU he is not going to be playing over 1200p or 1440p.

It does, especially bandwidth which the 280x has over the 770.

I hear the 280x is a very capable card, I have a 780 and love it. Super powerful. My buddy has a 760 and that gets him pretty top notch performance at single screen 1080p, and other guy I know has two 270x's in XF and that works really well :)
