Google 2FA Not Working Properly

Whenever I log into to google on a third party site, it always sends me a text message to verify, even though my settings are set to use Google prompts.

However when I log into google sites (gmail, google.com, etc), it gives me the google prompt on the gmail app. Does anyone know why google does this? Is it an issue on my end? I find it annoying to have to enter the code from my messages instead of verifying on the gmail mobile app. Also I'm pretty sure SMS verification is less secure (at least that is what I've been told).
