why are thes sudent frame drop?

when ever i play a multiplayer game at the first 5min and some times over when ever i encounter an enamy player my fps drop. it alweys hapens 2-4 seconden befor i am dead,

is it my cpu or ram i have a pre buldt system that is and msi nightblade b85c 017eu i upgraded the gtx 760 to gtx 1660 super and my cpu is a i5 4460 and 8gb 1600mhz ddr3 ram (soon to be 16gb)

there is a big problem whit my pc that i think can be the cas of it. i havent updatet my bios i simply can hen ever i click of the file it is suposed to sei are you sure you whant to instal this on youre  pc (somthing like that) but to me it ses you cant run this on windowes

can any one help me solve this riddle?
