Yes.  A PSU under load generates more heat.  But the temperature of the environment the PC is in is not taken into consideration.

Do you anticipate the inside of your PC being only 25°C?

inside of the pc doesn't matter, is the air intake of the psu.

It replaced a Fractal Define R5.  I wanted a white case which is why I didn't repurpose the Black R5.  I also replaced the Fractal fans that are voltage controlled with Noctua PWM fans so that it would run quieter.  The fan control hub in the R6 is an excellent addition as I plug the three case fans into the hub and then only use a single PWM port on the MoBo.  I have two SSDs and three HDDs in this set up and can still add more HDDs if need be.

Workstation PC Specs: CPU - i7 8700K; MoBo - ASUS TUF Z390; RAM - 32GB Crucial; GPU - Gigabyte RTX 1660 Super; PSU - SeaSonic Focus GX 650; Storage - 500GB Samsung EVO, 3x2TB WD HDD;  Case - Fractal Designs R6; OS - Win10
