Power Plan for Ryzen 5 2600

i have a ryzen 5 2600 currently on ryzen balanced but i also have high performace and i entered a code in my power shell to give me ultimate performance which one should i use cause it just seems this cpu should be a bit faster

specs are 

motherboard :MSI b450 gaming plus

cpu:ryzen 5 2600 clocked at 4.0 1.34 volts

ram: corsair vengence lpx 16 gb clocked at 3333mhz

gpu:gigabyte gtx 1070 8gb

psu:corsair rm650 gold

More power means more heat.  Not seeing a cooling solution mentioned.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
