Do you have two different sub nets? In the log I'm noticing 192.168.x.x and 172.31.x.x also what ever 192.168.0.1 is it is not replying to the arp requests so its not connected

What are the models of the two switches, the one that used to work, and the new one? Was the new one purchased used? Is it layer 2 or 3 switch?
