Best Android OS for a Desktop PC (I want to load IPTV android apps on an old desktop for streaming)

Current working with BLISS OS on an old i3 system. It does the job but is a bit buggy.

I am wondering if there are any other Android OS for Desktops? Bluestacks lags so no emulators. Must be dedicated OS.

Is OREO a recent android version?

Oreo is Android 8/8.1. Most recent version is android 10 which came out just a few months ago. So it's pretty recent.

Yeah. Those are OS's based on android. I needed android for an project a while back and knew this one existed. Unlike those OS's you mentioned Androidx86 is literally android like you would have on your phone :)
