Windows 10 Loading Screen Freezes

Recently built a new PC and when I start it Windows 10 freezes while loading (dots stop spinning).

 

Tried clearing CMOS, restarting PSU enabling safe boot. Nothing worked.

did you do a clean install of windows? try getting a new media tool and reformatting your drive
