If i have a sata cable connected to a hard drive to the motherboard

then is it enough to have windows installer recognize the hard drive? Or do hdds need another wire that i dont have?

You need the SATA power and data cables. Smaller one to the motherboard, larger one from your PSU to power the drive.

If you made sure you plugged both data and power cables to drive, make sure your install media is on USB2.0 port.

Yeah, SATA power, so the drive can spin and read/write data. It's this one on the power supply:

What motherboard do you have (brand, model or model number), mabey it requires a special driver. Also, are you able to try the hdd in another machine? And this is Windows 10 right?
