1. Check the video cable is seated properly

2. Try another cable

3. Check your gpu is seated properly

Thought#1: Your gpu may be faulty...looks kinda like artifacting

Though#2: Your monitor may be faulty...

Did you uninstall your GPU drivers with DDU ? If not, do so and reinstall them manually, don't rely on Windows to install your drivers.

Is the monitor operating at the right resolution and framerate?

And yes, that PSU should be giving enough power.

CPU: AMD Ryzen 3700x / GPU: Asus Radeon RX 6750XT OC 12GB / RAM: Corsair Vengeance LPX 2x8GB DDR4-3200
MOBO: MSI B450m Gaming Plus / NVME: Corsair MP510 240GB / Case: TT Core v21 / PSU: Seasonic 750W / OS: Win 10 Pro

Monitor is running as recommended by the box not overclocking or is super res doing it  on amd settings but its running 1920x1080

That's normal and the paste is non conductive. They usually put a buttload of it on there to make sure it's 100% covered, hence why it "spilled out" onto the green part.
